TheWoWDBIt's possible to get this quest before the NPC to turn it into is even in phase. I was herbing in the zone on an alt when a naga patroler jumped me, and he dropped the Ancient Elven Etching. Unfortunately Levia Dreamwaker does not appear in Tranquil Watch until after you have completed the Nespirah chain.

i loot this quest after 50 kills of Azsh'ir nagas map: [npc=41227]
I came back here to fish and picked up this quest. Didn't know it was avilable. Anyway, Tranquil Wash, for those of us who forgot, is a cave at about 47.57, at the base of Nespirah and slightly SW. Look for the waving yellow sea-plants.
Awwww, Levla Dreamwaker was hoping I'd turn up again. Glad I did. :)
