If your faction controls Wintergrasp when you go to turn in the quest, the NPC will not be at the ? indicated on the world map (your flight path). He will instead be in the courtyard of Wintergrasp Fortress where the portals into Vault of Archavon are located.
Strangely, you can't get credit toward completing this by killing players, but you do get credit for killing the other faction's NPCs that are found along the roads. Hop in a vehicle, and go NPC hunting.
