Just received this quest chain upon logging in today, Oct, 13th, 2020. Maybe something with the prepatch re-enabled it?
October 15th and found quest... done all four parts and got 750 rep with champions of Azeroth.

Description
It's kind o' Brann tae offer, but his flying machine would drop like a rock with me aboard. Best if it carry just the two of ye. Brann will fly ye down to Uldir. I'll find me own way and meet ye inside.
