As of Jan 7, 2023, its still bugged. Submitted a bug report, hoping it will be fixed.
Not only is the WQ bugged, but it also bugs the normal quest. I relogged to a level 67 alt and started the questline, but was unable to talk to the goblin after accepting the quest and thus unable to start it. I tried abandoning it and picking it up again, as well as relogging. Nothing worked.
