This quest starts at [npc=192574] in Forkriver Crossing (Ohn'ahran Plains). It seems there are more/different requirements (other than Artisan's Courier):
- Do A Craft in Need and Targeted Ads from [npc=193108] of the Artisan's Consortium, in the same crafting area as Thomas Bright
- Take Customer Satisfaction from her and finish it at [npc=193835]
- Finish the story campaign in Ohn'ahran planes, up until the quest Into the Azure is the next one in your Campaign log
Now, this quest is available from Thomas Bright, and coincidentally, [npc=192539] has the quest That's My Specialty. Azley's quests may be redundant, and it seems the Profession questline isn't linear. At least the above guarantees the availability of The Master of Their Craft.

Description
While I was traveling through these plains, I met an old centaur in a cave up north. They had clearly mastered their craft and had wisdom to spare. They helped me understand the knowledge I had gained from the Dragon Isles. If you're curious about specializing in your profession, seek out the wisdom of this master. Khadin was their name, of Clan Teerai.
