After progressing thru the Obsidian Citadel quests and arriving in The Ruby Life Pools, I eventually started the quest-chain beginning with Next Steppes
Progressing thru this chain eventually lead to this quest: Maruukai - after arriving in Maruukai, Sansok Khan offered me the Clan Teerai quest
The Clan Teerai quest might be accessible earlier, without finishing this quest-chain and arriving in Maruukai, but I don't know. This is how I spotted this quest first timeI, among others, was also confused as to why I couldn't accept the Clan Teerai quest after haphazardly flying to Maruukai to initiate the Clan Teerai quest, for [item=194964] (awarded from Honoring Our Ancestors, the quest after Clan Teerai)

They are the holders of our traditions, and our storytellers. To understand the Maruuk, you must understand Clan Teerai. One of the Khanam Matra's daughters, Qariin Dotur, is preparing a meal for our ancestors. Aid her. She will teach you about our people.
