If you get there and only see two Horde guards at the bridge leave and come back, you're not phased properly. When I flew up the path to the west of the river (close to the ground) the alliance guards appeared with Genn Greymane and I could turn in the quest.

Don't go into Ogrimmar like I did! Instead, go to the west until you come to the river. Cross the river, then travel north until you come to a bridge with friendly NPCs at the foot. You won't see it on your initial map, but once you go far enough west for your minimap to say Durotar, the coordinates are 56.80, 43.52. If your minimap has a yellow arrow pointing the way, just follow that around the edge of the city.
This feels unnecessary; it's only a 20-second flight back to Jaina.

Description
Saurfang... how could this have happened.... <Jaina takes a moment to compose herself.> The Alliance has known High Overlord Saurfang as both a sworn enemy and an invaluable ally. Anduin will want to honor his memory. Recall our forces and inform them of what has happened. Genn's soldiers were dispatched to the western gate. You should be able to find him there.

- Old Soldier
No matter what doubts he harbored, Saurfang was an honorable soldier. He prevented both a civil war within the Horde and the potential destruction of the Alliance. He brought an end to Sylvanas's reign and saved many lives at the cost of his own. We shall honor his sacrifice.
