Okay, in order to complete this quest you have to complete the war campaign. Eventually, you will get a quest in Nazjatar from Lady Jaina Proudmoore called Payment in Kind which will lead you to be able to complete the quest chain to obtain the "Veteran of the Fourth War" title

Description

No matter what doubts he harbored, Saurfang was an honorable soldier. He prevented both a civil war within the Horde and the potential destruction of the Alliance. He brought an end to Sylvanas's reign and saved many lives at the cost of his own. We shall honor his sacrifice.
