I was able to complete all the parts of the quest in front of Ogrimar, by abandoning the Shadowlands intro quest. I had to abandon it over and over, but was able to pick up the three or four quests, and complete them, watch the cut scene, abandon a few more times to complete and pick up the next step which is in Thunder Bluff. Once in TB, you are fine until the next step. From there you return to Orgrimar and have to abandon the Shadowlands intro quest again to talk with Lor'themar Theron and start the last cutscene. Messy, but it worked for me!

Is anyone else having the issue where Varok Saurfang isn't appearing when you're told to talk to him? I've tried everything and nobody is at Jaggedswine Farm. I see where he's supposed to be in videos of this quest and he's just not there for me. Help?
Yes, seems like Varok won't spawn if you have the Shadowlands intro quest in your log. Keep abandoning it and Varok spawned in for me.

What to do
Description
Sylvanas's loyalists have collapsed part of the canyon path to Orgrimmar. Our forces are now cut off from each other. We need to reinforce our front line or the Banshee will pick us off at her leisure. We have come too far to be slain by a thousand cuts. Gazlowe and one of the Alliance's gnomes believe they have an answer. You'd best ensure that their plan does not backfire.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Before this quest
Taken from the storyline's own step order.
- The Eve of Battle
<name>, we must speak of the Horde... and the warchief. The war has proven costly, and the battle against Azshara drained what little resources we had left. The Horde is divided once more and the Alliance fares little better than we do.
After this quest
Taken from the storyline's own step order.
- Saving the Siege
The Banshee's spies were able to sneak past our guards in the chaos of the rockslides. They've been planting bombs on our siege weaponry. Get rid of those bombs.
