TheWoWDBThis quest is done inside the Seat of the Triumvirate dungeon. Once you have defeated the first boss and gone through the wall, the Armory is located due west of where you drop down. When you approach with the key a button pops up for you to unlock the seal.
Unlocking the seal spawns Commander Atalaa, who must be defeated to loot the chest. She has a smattering of abilities, but the two to watch out for are Blind Recompense, which does a ton of damage, and Holy Well which heals anyone in it, including her. I was able to solo this as a Guardian Druid, but it was a long fight.
Once you've looted the chest you have to defeat L'ura to actually complete the quest. You can do the remainder of this in a cleared instance, but you will have to make at least one more trip to finish the boss off.

Description
This reforged key will grant entry into the armory inside the Seat of the Triumvirate. Locked away inside is the Armor of the Triumvirate, crafted in the days before Sargeras brought ruin to our world. We cannot let this armor be stolen by the Void's forces. Once the armor is in your possession, please bring it to Archivist Ionaa. He has collected our most sacred relics in the cave just up the path. No doubt he would be very glad to receive it.

Argus was governed from the gleaming halls of the Seat of the Triumvirate--until the eredar struck their unholy bargain with Sargeras. Enraged by Velen's defiant exodus, Kil'jaeden decreed that the Seat should be abandoned as a symbol of an irrelevant past... for the Legion had become their future.
