TheWoWDBPlayers entering Northrend from the west do a long series of quests at Taunka'le, which ends in an "evacuation" escort quest leading you from the Borean Tundra into Dragonblight, and then starting this series of quests to adopt the Taunka into the Horde.
Players coming from the east, however, pick up the series with this quest, which sort of drops you into the storyline partway through. The series is one of the quest chains required for the eventual Wrath Gate event and cinematic.

Walks around the camp at around 13,48 can't miss
If you find the village before visiting Agmar's Hammer (and begin the quests there), then this quest will no longer be available to you.
It is just a breadcrumb quest showing you that there's a quest-camp in the wilderness, and isn't necessary to complete the subsequent quest chain.

Description
The Scourge have seized control of the capital city of the taunka, Icemist Village! All living taunka that escaped the massacre are being held in protective custody at the Westwind Refugee Camp on the western border of Dragonblight. Lord Hellscream believes that the taunka must join the Horde if they are to survive and has sent a tauren emissary to Westwind to bolster our relationship with the winter tauren. Travel to Westwind Refugee Camp and seek out Emissary Brighthoof. You will assist her.
