TheWoWDBSo here's my experience with this quest. I did the alternative to this quest (The Taunka and the Tauren, but no later quests in the chain) about a week before I did the Taunka'le Village quests in Borean Tundra. I then had the opportunity to take this quest, but didn't accept it because I was just being summoned to an instance. Later that day I came back and Wartook Iceborn was no longer giving this quest.
I assume that I could have accepted this quest because the completion of Across Transborea automatically triggers this quest to pop up, regardless of whether or not you completed The Taunka and the Tauren already.
So, if you are doing the quest chain from Borean Tundra after having already completed The Taunka and the Tauren, and you really want your 10 extra reputation points, accept this quest immediately, because it will not be there again if you press decline or close the quest window.
Edit: The 10 extra reputation points you can receive by doing this quest are irrelevant as of patch 3.3 as reputation with The Taunka can now be increased through exalted by doing daily quests for the Horde Expedition and by running heroic WotLK dungeons without wearing one of the reputation tabards. Previous to patch 3.3, there was a reputation cap with The Taunka part-way through honored.
