If you're having an issues with completing this quest because you can't find [npc=82950] it may be because you have another quest marked within the same area: WANTED: Keeho's Severed Paw. This may cause you confusion between the spawn points of [npc=82950] and [npc=82631].
I would suggest heading a bit further north where [npc=82950] actually spawns.

Good luck.

Playing as Terokk is pretty awesome, made me realise how interesting the flying arrakoa would be as playable characters..hopefully there are some super long effect toys thatl give us the illusion atleast :p Also made me wish for glaives to be thier own unique weapon type, for both 1h and 2h versions (giving blizzard the excuse to make wayy more glaives).
Actually it is not a bug.. just very hard to realize the quest.. in Veil Terokk, there will be an Effigy of Terokk (Looks like a training dummy). click on it, it should take you to the quest's zone as Terokk himself, only killing them as Terokk will grant u credit for the quest. quests after this one on the series are the same, vehicle quests, requires to touch the Terrok statue/dummy

What to do
Description
<As Reshad begins reciting a tale of Terokk's glory days, your eyes fall to the twin swords at the effigy's belt. They had seemed so plain in Skettis, but now they thrum with power, as if reacting to the scrollkeeper's words.>
