I had a horrible time running around trying to find how to get to this WQ, so copying Druna's comment here:
"If you can't find him, use the stairs at /way 39.38, 25.90
go up and over"Basically, go to the Bilgewater Flats building, and up the external stairs (not internal) to go up and over their roof and into the area with the quest!

The opponent has the following pets:
Beast, Critter, Flying.A level 1 team with Mechanical, Beast and Magic attacks (in that order) gets the job done.
Dragonkin and Mechanical strategies are probably my favorites for WQ, because of their simplicity.
Humanoid:
1st Pet: [npc=68659]: Use [pet-ability=453] when possible. Against first pet, use [pet-ability=490] only after your sandstorm. Spam [pet-ability=390]. It's fine even if you miss every demolish and Anubisath dies before Hyena. Against second enemy, if alive, spam [pet-ability=453] > [pet-ability=390]. Third enemy, if alive, use [pet-ability=490] after enemy's Rain Dance Shadowmeld combo.
2nd Pet: [npc=68846] Follow this prio: [pet-ability=124] > [pet-ability=416] (Only against 2nd enemy (or 3rd below 50% hp) and if you're slower than the enemy) > [pet-ability=202]
3rd Pet: [npc=15698]: Use [pet-ability=586] (against 3rd enemy) > [pet-ability=206] > [pet-ability=413].
Note: [pet-ability=490] is mainly used against Hyena's [pet-ability=1944]. If your anubisath gets swapped by retrieve somehow, restart.
Note 2: Good Demolish rng, Anubisath will solo the fight, bad rng, he will die before Hyena.Dragonkin:
1st Pet: [npc=62395]: Prio [pet-ability=440] > [pet-ability=595] > [pet-ability=421].
2nd Pet: [npc=97205]: (If Hyena has between 144-325 hp, use [pet-ability=782] first.) Prio [pet-ability=589] > [pet-ability=489] > [pet-ability=782].
3rd Pet: Any Dragon, I had [npc=68845]: Prio [pet-ability=589] > [pet-ability=489] > [pet-ability=782].
Note: Any Arcane Storm + Mana Surge dragon will work fine as 2nd pet.Flying:
1st Pet: [npc=79410]: Prio [pet-ability=334] > [pet-ability=916] > [pet-ability=504].
2nd Pet: [npc=81431]: Use [pet-ability=312] -> [pet-ability=802] to finish of 2nd enemy. Use [pet-ability=312] after 3rd enemy uses [pet-ability=536], otherwise spam [pet-ability=504].
3rd Pet: Any Flying, I had [npc=204361], but didn't use it: ([pet-ability=508] > [pet-ability=1545], if you get full value out of it > [pet-ability=473])
Alternative 2nd pet (Not as good, you need to use 3rd pet): [npc=63006]: Finish Rat with [pet-ability=202] spam. Against 3rd enemy: Use [pet-ability=521] first turn. Prio [pet-ability=162], if you are slower. Spam [pet-ability=202].
Alternative 1st pet (Don't need 3rd pet, but your 3rd pet needs to have less hp than your Teroclaw): [npc=224717]: Start with [pet-ability=204] -> [pet-ability=2508]. Teroclaw is forced to battle. [pet-ability=504] to finish Hyena. In order: [pet-ability=504] -> [pet-ability=312] -> [pet-ability=802] -> Swap Gale -> [pet-ability=204] (Rat dies) -> [pet-ability=514] -> [pet-ability=2508] spam. (Potentially finish with Tero, if peacock crits.)Undead:
1st Pet: Any undead faster than 232 and can deal at least 262 dmg in one hit. I had [npc=45340]: Use [pet-ability=648] once.
2nd Pet: [npc=179222]: Kill first enemy with three [pet-ability=384]. 2nd enemy: Use [pet-ability=1758] first, spam [pet-ability=384] until undead racial procs and apply [pet-ability=919].
3rd Pet: [npc=86067]: Spam [pet-ability=535] until 2nd enemy is dead. Use [pet-ability=256] > [pet-ability=442] > [pet-ability=535] on 3rd enemy.Alternative: Triple [npc=115148] (Breed: #7 H/P): Start with [pet-ability=640] one time only. Use [pet-ability=1051] when possible and [pet-ability=668] at other times until Hyena dies. After Hyena is dead, spam [pet-ability=668] only.
Note: Bring the 1st pet back after 2nd dies, except if your 2nd pet dies in the backline thanks to retrieve, then you don't get to choose.
Note: It's close and slightly rng. Works well enough, but might not work with other breeds.Critter:
1st Pet: [npc=231477]: Opener: [pet-ability=1015] -> [pet-ability=1371] -> [pet-ability=2214] -> Swap to 2nd pet.
2nd Pet: [npc=62246]: Use [pet-ability=564] once followed by one [pet-ability=310] and spam [pet-ability=445] until Status Symbol is dead. Use [pet-ability=564] against Hyena. Snail will die next turn.
1st Pet again: [npc=231477]: Prio [pet-ability=1015] > [pet-ability=1371] when the enemy is blinded > [pet-ability=2214] > [pet-ability=1371]. Wily will finish the battle.
3rd Pet: Didn't use it, but had [npc=189099] ready.
Note: If there is some crazy rng and Snail dies before Status Symbol, just bring out 3rd pet and use it until it dies, then continue from "1st Pet again".Magic:
1st Pet: [npc=143200]: Order [pet-ability=764] -> 3x [pet-ability=1938] -> [pet-ability=471] -> [pet-ability=1938]. (Hyena dies.) Against 2nd enemy: [pet-ability=471] -> [pet-ability=764] -> Spam [pet-ability=1938].
2nd Pet: [npc=115141]: Use [pet-ability=312], if you get Shattered Defenses debuff > Use [pet-ability=436], if you don't have the buff > Spam [pet-ability=535]. Against 3rd enemy: Order: [pet-ability=535] -> [pet-ability=312] -> Spam [pet-ability=535].
3rd Pet: [npc=67332]: Prio [pet-ability=474] if you're faster > [pet-ability=475] if enemy is not slowed > [pet-ability=473] as filler.Elemental:
1st Pet: [npc=15710]: Use [pet-ability=206] -> Pass (2nd pet is forced to battle.)
2nd Pet: [npc=143811]: Use [pet-ability=481] -> Swap to 3rd pet. (Enemy will swap to Rat)
3rd Pet: [npc=85994]: Order: 3x [pet-ability=354] -> [pet-ability=934] -> 3x [pet-ability=354] (Alemental dies and 2nd pet is forced to battle.)
2nd Pet again: [npc=143811]: Use [pet-ability=418] one time and then spam [pet-ability=118] until you've killed both remaining enemies.
Note: Any pet that can chill targets (without rooting them) works as alternative to Tiny Snowman.Beast:
1st Pet: [npc=63550]: Use [pet-ability=366] -> [pet-ability=362] (2nd pet is forced to battle.)
2nd Pet: [npc=147587]: Spam [pet-ability=116] until first enemy dies. Use [pet-ability=906] and spam [pet-ability=116] on second enemy.
3rd Pet: [npc=98183]: Use [pet-ability=445] or [pet-ability=538] to finish off rat, if you got weird rng. Use [pet-ability=1536] and spam [pet-ability=445] against 3rd enemy.Aquatic:
1st Pet: [npc=189142]: Use [pet-ability=334] once. Kill Hyena with 4x [pet-ability=459]. Debuff 2nd enemy with [pet-ability=581].
2nd Pet: [npc=93808]: Prio against 2nd enemy: [pet-ability=974], if enemy shattered defenses > [pet-ability=914] > spam [pet-ability=974]. Order against 3rd enemy: [pet-ability=974] -> [pet-ability=934] -> [pet-ability=974] -> [pet-ability=914] after that prio [pet-ability=914] > [pet-ability=974].
3rd Pet: Didn't use, but had [npc=222325] ready: Use [pet-ability=1049], if you're faster and spam [pet-ability=445].Mechanical:
1st Pet: [npc=99425]: Start with [pet-ability=938] followed by [pet-ability=334] and spam [pet-ability=1585] until death.
2nd Pet: [npc=127850]: Start with [pet-ability=1754] followed by [pet-ability=906] and spam [pet-ability=421] until all enemy pets are dead.
3rd Pet: Any Mechanical pet. I didn't use it, but had [npc=179125] ready. ([pet-ability=602] > [pet-ability=334] > [pet-ability=501])Alternative Starlettes:
1st Pet: [npc=77221]: Use [pet-ability=640] and pass. (2nd pet is forced to battle.)
2nd Pet: [npc=77221]: Use [pet-ability=459] twice. (Hyena dies.) Use [pet-ability=459] -> [pet-ability=208] -> [pet-ability=459] combo on 2nd Enemy. Finish 2nd enemy with [pet-ability=566]. Use [pet-ability=459] twice on the 3rd enemy.
1st Pet again: Use [pet-ability=640] and anything with it to finish 3rd enemy.
3rd Pet: Didn't use, but had yet another [npc=77221] ready.
