Seems too good to be true, but for now, it is. This is a one-time only. But you can get as many stones as you can as long as all your toons have level 3 garrisons. Say you have 11 toons in a realm and all have level 3 garrisons, you can complete this quest for 11 times and can get 11 stones. That's 11 pets to max level! I don't know if you can do this for other toons in the other realms, but you can try. Better finish this quest with all your toons now before Blizzard change their mind and make this quest an account wide.
