TheWoWDBI I didn't know you could not get these in BGs so its basically useless while you are leveling , quest text should say this instead of letting ppl waste their resources on garbage

As of launch it seems to not be possible to obtain the Broken Bones required for this quest via battlegrounds.
Broken Bones are unobtainable in Battlegrounds. This quest can only be completed by world PvP HKs or the Battle in Ashran.. You receive 1-3 broken bones for a world PVP HK (including Ashran) at level 1 Gladiator's Sanctum, then 4-6 for a level 2 sanctum. Best way to get these is to go to Ashran - Not so sure the comment from Graumn is the best word of advice - Not many pvp'ers take a liking to lazy arses that "just kick back on the sidelines and you can rack up thousands"!

Description
