TheWoWDBYou can only do either Academic Aquaintances or What of the Winterpelt Clan?, but not both.
If you pick up the quests from Garz you can't do What of the Winterpelt Clan? anymore.
If you pick up the quests from Sonova Snowden you can't do Academic Aquaintances anymore.
But you have to do quests from either one to get the breadcrumb quest that leads to the other NPC.

This is exactly what I was looking for. Thank you. I was going crazy trying to figure out why AllTheThings was constantly yelling at me about breadcrumb quests and why I couldn't find a singular starting point. Sucks I can't just have both, but oh well.
It is possible to do both Academic Acquaintances and What of the winterpelt clan?
by using party sync.
instructions are simple, party sync with someone who hasn't done any of the quests.
Do 1 of the questlines (I went to Sonova snowden which culminates with Academic Acquaintances)
When you finish, leave the party.
Reform the party and Party sync again
You can now do the questline started by Garz (culminating in rescuing Radza who will provide "what of the winterpelt clan?")

Description
We could join another clan... if we knew it to be safe. I worry the Primalists tempted other clans as they did ours. This "Dragonscale Expedition" tells me they have a clawhold near the Winterpelt clan. They may be tainted. Or they may heed our warning. With either truth, they need us. There is a "furbolg expert," Sonova Snowden, in Theron's Watch. Please go to him and learn what he knows.
