To get the Inkling's Leggings You need to do the following!

Go to Evergrove in the Blade's Edge Mountains (Outland)
Speak to Tree Warden Chawn for the quest A Time For Negotiation...
You'll need to find Overseer Nuaar, a neutral NPC who patrols the paths around/outside Evergrove (ignore the area noted for the quest on the map)
Speak to him to complete the quest.

Turn in to Tree Warden Chawn and pickup the next quest ...And A Time For Action, complete it
Turn in to Tree Warden Chawn again, now you'll need to speak to his buddy Samia Inkling for Poaching from Poachers
The nets are dropped from Wyrmcult Poachers (enemies with the Wyrncult Broodlings) at about 60%
Turn in to Samia Inkling and pickup the next quest Whelps of the Wyrmcult
You'll need to go north of the area noted on the map, down the side of the cliff to find the cave that has the whelps
Breaking the eggs will spawn more whelps :) net them and return to Evergrove and turn in

And, you'll have the pants!

Description

I need to examine the whelps that they are raising at the Blackwing Coven. There should be an abundance of them flying around inside their cavernous base, as well as a number of eggs, which if you get close to them will likely hatch. Please, {name}, take the net and capture a handful of them alive for me. Find them by heading west across the Wyrmskull Bridge and heading through the Wyrmskull Tunnel. Follow the path to its end past Grishnath and the Raven's Wood.
