Any normal cooking trainer I've encountered that had this recipe required lvl 85 and 500 cooking to even learn it but there are two trainers that I know of that sell 20 recipes including this and the Fish Cake recipe both of which require lvl 85 to get. Both of them teaches the recipe to anyone with 300+ cooking (270 for this recipe), no lvl requirement, only cooking. I myself asked a friend to get my banker, lvl 10 to pandaria where both of these amazing cooking trainers are, I got both this and the Fish Cake recipe with no problem atall. So if you're like me and have a low lvl alt with massive cooking, you should get these recipes here. The two trainers that I've mentioned are [npc=56707] and [npc=64231] Chin is found in Dawn's Blossom in The Jade Forest and Sungshin Ironpaw is found in Halfhill in Valley of the Four Winds.
Edit: Unfortunately this is no longer correct information because with BfA, they changed the whole profession system, however, they still teaches the recipes just like before, just now you need level 78 and Pandaria Cooking level 1 to grab them.

Couldn't believe it. Indeed this requires level 85 and 500 cooking. I was hoping that I could finally skip that goddamn cooking gap from Classic to BC - but: No.
Gotta go Felwood. Gotta gather tons of Bear Flank fast (250-295).
Gotta visit the AH. Gotta buy overpriced items (275-300).

That's the single worst thing with this profession on every new toon. The only workaround to this is Pilgrim's Bounty.
The cooking dailies help a little with +1 profession skill per day but all in all I want this gap to finally be gone. Having to stop leveling because I've got to fix cooking since there's no catch up recipe in BC just sucks.
Something like Northern Stew from BC to WotLK was the right idea: Available 25 skill points before the actual skill cap of BC, easy to get, easy to craft, provides catch up functionality to the BC cooking cap for a good start in WotLK. Something like that should be available from Classic to BC.

This is now available at cooking skill 270 from [npc=64231] in Halfhill Market, gives +5 skill per food produced up to 300 skill level (so 6 foods, 12 fish total). You can immediately pick up Fish Cake, make another 6 foods at 2 fish each, and get to 330 skill level. If you're leveling via these recipes, you'll want another 12 fish for Green Curry Fish at 420 cooking. You'll also want another 1-6 for Toasted Fish Jerky if you're under 90 cooking still (6 if less than 60).
