TheWoWDBI can confirm, that I just learned to make this helmet with the LW skill Magnificence of Leather, that was added in 5.2.
Suppose I was lucky or something. The other days I only got those new PvP items.

You can learn these randomly from doing your Daily Leatherworking Research of either Magnificence of Leather or Magnificence of Scales. They are very rare and most times you will instead learn one of the Crafted Dreadful items which are PvP gear.
with those Haunting Spirit being made be D/Eing lfr gear, these are gunna be horribly expensive to make at the beginning of 5.2, but as it appears to be the only creatable 522 mail agility item, I'm sure any hunter or enhancement shammy will find the price justifiable.
