Downpour used to be "Gift of the Queen", the Shaman artifact ability granted by Sharas'dal, Scepter of Tides. It would give a targeting circle similar to Healing Rain, and when cast it would heal 6 people in the circle, instantly healing and giving them a 10% max health buff for 6 seconds. It had a 45sec cooldown.
When cast, you would thrust Sharas'dal into the air, using the same animation as gaining Artifact Power. When it was changed into Downpour, you still thrust your arm up, but your weapon stays on your back/hip. However, right as the spell cast ends, if you jump you will thrust your weapon up like it used to.
