This mount is available for purchase for 100 [item=138777], an item that can be farmed via fishing in Legion. The mount is sold by [npc=108825].
Fishing up [item=138777] grants reputation with the [faction=1975 domain=legion] "friend" at 50 rep per mana, as well as another 250 reputation for the turn-in quest Drowned Mana. You need to be "Best Friend" reputation with [faction=1975 domain=legion] to purchase [item=138811].

Among other items, Margoss also sells the pet [item=138810] for 50 [item=138777].

Just finished getting this mount, didn't take as long as I thought it would!

It really helped to be part of a raid group as the buff was up for most of the time I was fishing.
