It seems that some players forget to loot the chest after defeating the final boss of The Oculus.
There is a floating platform which a giant cache/chest on it. You must personally, yes YOU, loot this chest. When you do, you will receive Cache of the Ley Guardian. There is a chance that the mount will be in it.
Note: REMEMBER to loot the chest. I've seen people leave as soon as they got their Justice Points, Items, etc.
