TheWoWDBBased on the current cost of materials and the fact that you will have trouble selling any class necklace this is the one to make from 780 onwards. Maelstrom sapphires are the cheapest gems and at the end of the day you will be obliterating or disenchanting the end product.

You take ~20% of your hp per second from drowning. HP in Legion is well over 1mil with gear on, but perhaps you'll be able to survive indefinitely underwater while naked with just this on.
As a jewel crafter I came by to see if anybody would buy this necklace with its combat restrictions. I was not disappointed.
