TheWoWDBI actually assumed it was another Destiny reference (like many of Xur'ios' items...and himself) In the game the Arcadia ship is the very first ship you ever get and it's missing a warp drive, hence it being a turtle. It's also found in an area that's monitored by a giant war computer that may have helped build it.
