Assuming it follows the pattern of crafted gear in previous patches, no. However, this seems to be the 2nd level Alchemist Stone crafted in 8.3. You will need to acquire and craft the Unbound Alchemist Stone(ilvl 440) first. https://ptr.wowhead.com/spell=305994/unbound-alchemist-stone
