How it works
Ball Lightning is built from 2 client effects, applied in this order:

- Effect 2 is Apply Aura (effect type 6). It applies aura type 23. It ticks every 1 sec, 2 times over the full 2 sec. It triggers spell id 398701.
What it does
Ball Lightning is a Nature spell with a 2 sec cast, no range (it targets the caster) and effects that last 2 sec. When cast it applies an aura every 1 sec. It also casts Ball Lightning (record #393572).
