  1. Effect 1 is School Damage (effect type 2). Its base value is 40. Its area radius is 300 yards.
  2. Effect 2 is Apply Aura (effect type 6). It applies aura type 3. Its base value is 6 per tick. Its area radius is 300 yards. It ticks every 0.5 sec, 12 times over the full 6 sec (72 base in total).
  3. Effect 3 is effect type 144, which the datamine does not name. Its base value is 40. Its area radius is 300 yards.

What it does

Blast Wave is a Fire spell with a 3 sec cast, a range of 300 yards and effects that last 6 sec. When cast it deals Fire damage (base value 40) in a 300 yard radius and applies an aura in a 300 yard radius every 0.5 sec.
