Bound Shadehound

Step 1: Getting your items
Grab your The Stygia Dowser from Ven'ari and make sure you have your grappling hook.

Step 2: Head to Domination Keep. Go to the back of the keep, around where Thassanos spawns. There are some grappling hooks just past the path to hit platform, and then further to the left you can grapple up to the first tower. The rune chest was pretty tricky, as several of the runes are very similar - so just take your time. (and make note of these if you can!)

Step 3: Gather your mats.
You'll need a bunch of other items, the Rune Codex pages, the Willing Wolf soul, etc but you can easily grab those while you farm the Silver and Dust. You need 200 of each, and I found I got about 20 per loop of the Maw. Along the way grab the other things you need, and avoid the high-traffic Cauldron once you've downed Soulforger Rhovus for his Tools.

Step 4: Go back to Domination Keep
Once you have all the mats you need, go back to where the rune chest was and then climb higher. There's about 3 additional levels to get to the forge, and be careful because there are elites along the way. Once you're up there, the forge is easy to use and the items are crafted fast. Port to Ven'ari when you are done.

Step 5: Just south of Ven'ari there is a pillar you use to create the hound. You'll get a quest from this but DONT TRY TO COMPLETE HERE! I did and was promptly flung off a cliff. Go somewhere safe, and go through the runes to bind the hound. Mine was 4, 1, 3, 2
