[npc=4611] teaches old world Alchemy as well as Cataclysm Alchemy. You don't need old world Alchemy maxed in order to learn Cataclysm Alchemy. You just need to be level 78. This is how it's working during BfA 8.1.0, today is February 14, 2019 and I just did it. I had Alchemy learned to level 1, and Zandalari Alchemy learned to level 96. I decided I wanted a recipe from Catacly Alchemy so I went to [npc=4611] to learn it. And did. He's in the Apothecarium /way 47.44, 72.82 in Undercity.
Edit: just stopped in org to the Alchemist trainer [npc=3347], The Drag, /way 55.01, 45.17. He will train you in Cataclysm Alchemy too. Which leads me to believe all the trainers will.
You can now, as of March 2020, learn Cata recipes at Undercity
