There is no recipe to learn this item. Instead, it's learned when you choose the Draconic Needlework specialization, put in sufficient points, and unlock the Chronocloth Tailoring sub-specialization. Sure hope you realized this before you invested all your Dragon Isles Tailoring Knowledge into something else...I know I didn't. :(
