TheWoWDBThis recipe is available in-game pre-Legion. I just looted it in Auchindoun on Heroic. It was a random drop toward the end of the dungeon. According to information from the posts on the [item=141643] page, this item drops off of bosses in the Draenor dungeons on any difficulty.
