TheWoWDBCurrently it only seems to give any benefit if you hearthstone FROM Kul Tiras/Zandalar TO Kul Tiras/Zandalar.
If you hearthstone from anywhere else TO Kul Tiras/Zandalar - this benefit will NOT kick in, and you will be stuck with your normal hearthstone cooldown. So that would be the normal base 30 minutes, or 15 minutes with [spell=83944] (it's benefit applies everywhere)

This does work for other items that act as hearthstones such as Dark Portal, The Innkeepers Daughter, Etc. It took a relog for it to go into effect for me.
For anyone curious if this stacks with the [order-advancement=551] advancement, the answer is yes!
[spell=83944] + [order-advancement=551] + Cooled Hearthing gives your hearthstone a 4 minute cooldown.
