I'm told it lowers the level requirement for a character to to equip the piece
Whilst simultaneously changing the equipment level of the itemBut does it affect the stats in any way.?
This sort of information ought to be readily available
and if it is then it needs to be far more easily available.

A craftsman's mark reduces or increases the characteristics of an item to the level for which this mark is made. That is, if you have a character of level 56, and there is no item in the blacksmith (conditionally) at your level (it is higher or lower in level), this mark solves this problem. You can see this when you start using the mark to create an item.
