TheWoWDBIt makes little sense this is unlocked before [spell=1280394].
Just like in The War Within this will create a situation where [item=243599] will once again be more uncommon than Radiant Shard which is just backwards imo.
This could be remedied by either swapping the skill unlock levels or somehow make green quality items and crafts more plentiful.
All my basic Tailoring garment crafts yield rare items which when disenchanted will give shards :/.
