Its the Goblin engineering mount. Its Gnomish equivalent is the Geosynchronous World spinner.

Currently on the beta it also has a working radio and an option to shoot harmless shots.

While you are mounted on a Grand Expedition Yak, mounting on your Depleted-Kyparium Rocket may cause the rocket to gain two planks of wood with decorative bags hanging off of them. This can be most consistently achieved with the [spell=134382] buff that causes you to mount in less than a half second. The planks are attached to the back of the mount and the bags follow a similar design to those seen on the Grand Expedition Yak, but not a model actually seen on the yak. This leads me to believe that Blizzard had bigger plans for this mount (which we know is true since it had an action bar during beta), but ended up not following through.
