Ran some feral pvp druid tests to confirm/deny what others have said.

PVP Set + Cat Form + Outdoors 149% no change
PVP Set + Cat Form + Indoors 130% no change
PVP Set + Bear Form + Outdoors 115% 124% <-- DOES STACK w/ PVP
PVP Set + Bear Form + Indoors 100% 108%
PVP Set + Travel Form 161% no change

WITHOUT PVP SET:
Without Enchant With Enchant
Cat Form 130% no change <-- does not stack w/ Feral Swiftness
Bear Form 100% 108%
Travel Form 140% no change

Contrary to what some others have said, the movement speed DOES stack with the PVP set outdoor movement speed effect, but only in bear form.

This enchant is highly recommended for any agility based class in just about any situation.
The extra run speed in invaluable in many PvE encounters as it will get you out of that fire you shouldn't be standing even quicker. Now you wont be the noob rogue or huntard who died in the lava on Nefarian.
PvP is perhaps even more movement intensive. Getting around a pillar for a clutch LoS or being just a tiny bit faster on a flag run can be a game saver.

Once you get a really good pair of boots and some extra cash this is a sound investment.

Final Note: If you get movement speed from talents none of this applies to you. Enjoy your free money saved in boot enchants.
