If you're a Blood Elf, and thus have the +10 Enchanting bonus, what it actually shows as your enchanting skill is going to be 10 higher than your actual skill, which is what is used when determining whether or not you get a skill-up.
It's much cheaper than Boar's Speed too. Not having to buy or farm 8 Primal Earth is a time and money saver, and 12 Arcane Dust is much easier to obtain than 8 Large Prismatic Shard as well. Even if you don't have a run speed meta, this enchant is a great PvP and tanking choice for its slot.
