On a lvl 19, only increases stats by 3. so not BIS enchanter
For anyhone unaware, this enchant was fixed at some point, it now correctly gives the stats it says it should, and WoWhead's listed scaling is currently accurate, so at level 20 this enchant does give +7 to all stats.
