As I'm starting to PvP, I had the same question this morning. I noticed that there were divergent opinions and numbers on this so I took a look at what the top PvP players are wearing. The top 10 rated Warlocks (my class) in the world are all using +80 stats on their chest. So, at the very least, the resil enchant is _not_ mandatory for PvP.

As of 5.4.7 I'm deciding whether to use +80 stats or +200 resil to chest.
Here's some information if you are deciding on either enchant
200 resil = 2.47% effective health (Based on damage reduction from player characters)
So if you are at 550k health like me, you are essentially adding 13,585 health to your character.+80 stats for me is (warlock)
+800 health (less than 1%)
+80 spell power (less than 0.1%)Pretty much proves resilience enchant mandatory for PvP
