TheWoWDBFrom what I have seen so far Accuracy seems the better option for Cloak Critical Strike as it gives +13 over +11 or +12.
In order to see it properly need to move the slider to level 90 so you can see it gives +13 Critical Strike.

As of Warlords of Draenor, this enchant has been severely outclassed by Breath of Critical Strike and Gift of Critical Strike at both high end content and on heirlooms.
At character level 14, both new enchants provide the same power Accuracy provides at 90, and it continues to provide more crit the higher you go. If you can spare the Temporal Crystals, the 10% bonus movement speed isn't bad, either.
