Turned yellow for me at 320
guide i was looking at seemed to suggest taking it to 330 using this alone, and maybe up to 335 if feeling lucky but at 8 x arcane dust a try Very expensive at 75% chance or what ever yellow skill have.
yes it is, but isn't as strong as +15 agility for rogues, other classes would probably benefit more from +15 str.
