TheWoWDBYou get one as a reward for completing the To Kill a Queen. I couldn't figure out how to get it and it was there in my bag the whole time :)
If you find yourself in need of a second one, you will have to make a Work Order for an enchanter to craft it - along with 45 (!) [currency=2916] to buy the [item=220790] that the recipe needs.
