Enchanted Whelpling's Awakened Crest

In looking at the new but unlearned Dragonflight recipes for enchanting, I seen this as well as the Wyrm's and Aspect's Awakened versions, they all were introduced with the Plunderstorm patch, 10.2.6.

What really got me is the following:
Enchanted Whelpling's Awakened Crest - sets item level for crafting between 470-483*
Enchanted Wyrm's Awakened Crest - sets item level for crafting between 499-512*
Enchanted Aspect's Awakkened Crest - sets item level for crafting between 509-522*
* - these figures were stated in the game tooltip when hovered over the "recipe icon"

All of them add +30 to the recipe difficulty and they all require the Nascent "---" Awakened Crest where the --- is whelp's, wyrm's or aspects. I checked for these from the vendor, Andoris, at the Artisan's Market (enchanting kiosk) in Valdrakken nothing changed from the previous stock, as in they are not listed.

Also, it seems we need to do the quest !Last Hurrah: *** which has additional suffixes added, "Dragon Isles", "Zaralek Caverns and Time Rifts" and "Emerald Dream". which I cannot yet find and I speculate that will be available once Season 4 begins, whenever that happens.
I also noted that these 3 enchanting recipes come from a book "Draconic Tome of Awakening" as listed in Wowhead, added in this latest patch, but once again, no where to be found until I guess Season 4 begins...

I can hardly wait to craft :)
