TL;DR: This enchant makes you take a bit less than half falling damage.

Method:
I did a series of 10 controlled falls from the flightmaster in Boralus with and 10 without the cloak enchant.
Instead of removing the cloak, I replaced the enchant to not skew max health (151.8k) values.

Average falling damage without cloak enchant: 45871
Average falling damage with the cloak enchant: 19422

That comes out to about 57% reduced falling damage, but I have several odd outliers if you jump before falling.
They were all below half damage of the un-enchanted jump, however.

Which is why I'll sum up my findings as such: You take a bit less than half normal falling damage with this enchant on your cloak.

Pretty handy for world questing and the occasional boss mechanic.

Anyone know if this stacks with rogue/druid safe fall? Not sure if they actually stack or not as I have not been able to try this on anything other than my rogue, but I do know that, it either stacks or is BETTER than my safe fall. My eng belt boost failed and shot me into the air and never gave me a shoot, that use to always kill me, it just happened now and I lived with 30% hp.

After getting my lego cloak, this thing now INCREASES my fall damage taken, as a rogue, not decreases. Jumping off from the same spot with the enchant, I take 5% of my hp in damage, taking off my cloak, I take 0 damage.

*edit* I just relogged on my rogue and tried it again, for some reason now it's fixed? No idea what was causing it in the first place. I even tested it from higher up, with no cloak I landed with 65% hp left, with cloak I landed with 80% hp left. If you are taking more damage than you should with this enchant, relog. Though the fact that it can even cause you to take MORE instead of LESS because of a weird bug makes me hesitant to even use it anymore.
