As of BfA pre-patch (8.0), Fishing Journal are learnt for different expansions.

Up to Legion can be learnt from any of the fishing trainers in those zones, including the Darkmoon Faire. BfA fishing is learnt from the trainer in Boralus (Alliance) or Zandalar (Horde). Shadowlands fishing from [npc=156671] in Oribos.

When the patch was implemented in July 2018, if you already had maximum fishing in Legion (800), all the skills will have been learnt. If not, then you will have a varying level of skill, starting with the lower zones. If you only care about the current expansion's fish, you only need to level that area's skills.

Useful items to have when fishing include:

• Update: In Shadowlands, you can buy [item=180136] from [npc=156690] in Oribos, along with bait for the various types of Shadowlands fish

• If there are a lot of people fishing, a bobber such as [item=136376] (see your toy box for a full list)
• 
  
• [item=44050] is useful if you need to swim into, for example, a cave to fish

• 
  
• For Pandaria fishing [item=85973]

• And, of course, [item=33223] or [item=86596] and [item=155835]!
