They buffed wound poison healing reduction in PvE only. In PvP it is still ~15% healing reduction. Hence slaughter poison should always be stronger, because it does not only prevent healing on the enemy but also heals you.

Imagine how boss mode you'll feel using it in PVE fights where the boss receives a tonne of healing, whilst punishing a high-output of damage and you outheal the healers & tanks. Lots of laughs & smiles are ahead for both PVE & PVP alike. ^_^
actually it seems pretty bad in pvp because if I read the tooltip correctly it replaces wound poison (30% healing reduction) with slaughter poison (steal 15% of healing) and that doesn't seem such a good bargain
