you do not actually need to purchase this pet, you simply need to have the gold on your person.

Francois is near the Norwington Estate, in the Tiragarde Sound region of Kul Tiras.

Talk to him and he will reply with "Francois snootily pecks at your feet."
if you have 1,000,000+ gold in your inventory he will allow you to "Jingle your purse a little bit."

Talk to him again and you'll receive the [item=158077].

I gave my friend a small loan of a million gold and it worked for him after relogging.

Just as an FYI to horde players, you can still get this pet on a horde char as long as you meet the requirement of having 1 million gold on you. Francois is neutral and will give you the egg if you reach and speak to him. He can be tricky to reach though due to the location being at the top of a hostile alliance hub, where elite guards will attack you for getting too close. You can however enter the estate from the south cliff face and make it up to Francois relatively unchallenged.
