As an EU player I confirm the promotional codes are working on EU clients, providing you can get access to a code it's redeemable.
You start by logging into your Bnet account on the site or app, so I assume that if you log in on account A, it goes to account A. If you want it on account B, you'd need to log in with account B's credentials. I just wish there were more points on the Doritoes. We would go through those like crazy, but the soda, not so much. At least the 12pks of the new flavors are boasting 1k points.
