For a leatherworker and i am pretty sure its the same for the rest of the professions. You receive this from the Discipline tab (leatherworking discipline for LW), and its in one of the branches maxed out. For LWs its the curing and tanning one with 25 points in it.
Edit: for Engineers: its under function over form tab, Gear branch with only 15 points in it.
